What the law requires

Part IV of Ontario’s Integrated Accessibility Standards Regulation (IASR) explains what transportation providers must do to make services accessible for people with disabilities. The main goal is to give everyone equal access, keep travel safe, and support independence for all passengers.

Transportation service providers (Ride Norfolk)

Standards required for Ride Norfolk buses:

  • Vehicles must have working ramps or lifts
  • Drivers must assist passengers when requested
  • Stops must be announced
  • Priority seating must be clearly marked and reserved for people with disabilities
  • Alternate accessible transportation must be available during service disruptions
  • Mobility aids must be accepted without extra fees

Under Section 78 of the IASR, municipalities must consult with their Accessibility Advisory Committee, the public, and people with disabilities when developing accessible design features for bus stops and shelters.

Accessible taxicabs

Municipalities also have requirements relating to taxicabs. The IASR states:

  • No extra charges are allowed for:
    • People with disabilities
    • Storing mobility aids
    • Assisting passengers
    • Service animals
  • Taxi identification must be available in an accessible format, such as large print and Braille

Municipalities must consult with their Accessibility Advisory Committee, the public, and people with disabilities to determine the proportion of on-demand accessible taxicabs required in the community.

How your feedback will be used

Your feedback will help guide future decisions to make transportation easier for everyone. This survey is part of our community consultation process. Our goal is to ensure decisions are made using a balanced and comprehensive approach. Many factors, such as provincial regulations, community needs, and available resources, will be considered in future decisions about accessible transportation.

The survey is open until Sunday, December 21, 2025.
