We're planning for 2027, and your input will help us decide which services and projects to prioritize—such as roads, parks, housing, and emergency services.

We've introduced new ways to share your feedback this year.

Learn more about the budget

Think of the budget as Norfolk County’s spending plan. It helps us decide how to use money wisely to support the programs and services you rely on every day and plan for tomorrow.

Each year, we create three budgets:

  • Tax Budget – covers everyday services like road repairs and libraries. It is also known as the Levy Operating Budget.
  • Capital Budget – funds big projects like building new facilities or upgrading infrastructure.
  • Water and Wastewater Budget – supports clean water and proper waste management, also known as the Rate Budget.

Your feedback helps Council and staff make smart decisions that reflect what’s important to you and your community.

Whether it’s fixing potholes or improving parks, your ideas guide how we invest in Norfolk.

You can share your feedback in many ways.

Residents who complete the Budget Survey, take the Budget Challenge, or share their thoughts will be entered to WIN a $50 gift card. We offer a gift card draw to thank residents for sharing their input and to encourage more people to participate.

More ways to get involved

Norfolk County’s 2027 Budget is being developed during a municipal election year, with the process extending into early 2027 under the leadership of a new incoming mayor. Public engagement will close October 31, with results shared in mid-December.

Following the start of the new Council term, the incoming Mayor is expected to provide direction to staff to support preparation of the draft budgets, which are anticipated to be published for review in January.

Council’s consideration of the draft budgets is expected to continue through January and February, including staff presentations, and opportunities for Councillors to ask questions and propose amendments at budget deliberation meetings.

The approval process will conclude with 2027 budgets being adopted. All anticipated timing is at the Mayor’s discretion and subject to applicable legislative requirements.
