Notice of Adoption of a Community Improvement Plan
Take Notice that the Council of Norfolk County passed By-law 2025-30 on April 23, 2025, under Section 17(22) and Section 28 of the Planning Act, R.S.O. 1990, c.P.13.
By-law No. 2025-30 repeals By-laws 2007-102, 2007-103, 8-OP-2015, 8-OP-2006, 5-OP-2002, and 2025-10, designates a Community Improvement Project Area, and adopts an updated Community Improvement Plan for Norfolk County.

CIP Open House: provide your feedback
Norfolk is holding an Open House to gather your input on the Draft Community Improvement Plan. The purpose of the Open House is to provide an opportunity to review the draft CIP document, ask questions, and provide feedback on the proposed updates.

What is a Community Improvement Plan?
A Community Improvement Plan (CIP) is a municipal tool to create financial incentives (ie. grants, loans, or rebates) for private landowners or organizations to take on improvement projects. Improvement can take the form of construction, converting old to new uses, maintenance and repair, or rehabilitation of buildings or land. The County’s current CIP was adopted in 2015 and offers nine incentives.
The updated draft CIP would apply to all lands within the County’s municipal boundary and includes the following updates:
- New incentives related to environmental efficiency, agricultural and on-farm diversified uses, and housing, including rental and affordable housing;
- Updated incentives for landscaping and signage, building facades, brownfield redevelopment, and to support with increased property taxes as a result of improvements;
- Updated to add flexibility to eligibility requirements for the CIP;
- The County’s entire municipal boundary would be within the CIP area;
- Updates to procedure and tools for implementation and monitoring the CIP over time.
