Norfolk County owns two marinas - Port Dover Harbour Marina and Port Rowan Harbour Marina. On September 10, 2024, staff presented business case options for the ownership and governance of Norfolk County’s two municipally-owned marinas because their current annual revenue is not sufficient to offset the capital investment they require over the next 10 years. Options included:

  • OPTION 1: Public Ownership and Operation
  • OPTION 2: Public Ownership and Private Operation
  • OPTION 3: Private Ownership and Operation

In October 2024, Council decided to retain ownership of both Norfolk County marinas, and will not proceed with Option 3. Now, we need to determine how to make the marinas financially sustainable.

Staff will be bringing a Marina Business Sustainability Plan Update to Council in Committee on Thursday June 12 2025.


Community Consultation

Norfolk County conducted community consultation on the Marina Business Suitability Plan in February 2025 to hear your ideas for making our marinas financially self-sustaining (e.g. through revenue generation, new partnerships, business models, and/or governance models). Opportunities included three in-person Open Houses (Port Dover, Port Rowan, and Simcoe), one virtual engagement session, and a public survey.

A summary of the feedback received and public survey results are available for review under the Project Documents section of this page (to the right).
