This notice is to provide public notification of the pending reconstruction of Wellington Street from Alice Street to Brown Street West in the Town of Waterford.

The Study

Norfolk County has initiated a Schedule ‘A+’ Municipal Class Environmental Assessment (Class EA) for the reconstruction of Wellington Street, from Alice Street to Brown Street West.

The scope of work includes rehabilitation of the pavement along Wellington Street, including the road, curb and gutter, and sidewalk, replacement of the watermain and sanitary systems, installation of a new storm water collection system, and upgrades to streetlighting.

The study is being carried out in accordance with the planning and design process for Schedule ‘A+’ projects as outlined in the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011, 2015), which is approved under the Ontario Environmental Assessment Act.

Public Participation

Public and stakeholder consultation is a key element of the Class EA process. As part of this study, a Public Information Centre (PIC) will be hosted to allow local residents, property owners and other interested members of the public an opportunity to review and comment on the proposed works. Project Scope

Wellington Street

  • Replacement of the sanitary sewer and services to the property line
  • Replacement of the watermain and water services to property line
  • Installation of a new storm water collection system
  • New concrete mountable curb and gutter
  • Replacement of sidewalk on the west side of Wellington Street
  • Upgrades to the streetlighting
  • New asphalt road surface

Construction Schedule

This project is planned to be tendered in December/January and the award will be subject to budget and Council approval. The construction schedule will be finalized once the project is awarded to a contractor. The tentative construction schedule is to start in March and be completed by the end of October in 2023. The underground construction will be staged in an attempt to minimize the disruption to area residents.

Information for Homeowners

Driveway Access and On-Street Parking

The contractor is required to maintain access to all homes during construction. There will be occasions when you may experience some delays, lack of service and inconvenience. Every effort will be made by the contractor to minimize these occurrences as well as communicate when they are to occur.

We do ask that you refrain from parking on the street during construction activities as this can delay things and prolong the construction period

Sanitary Sewer Servicing

The replacement of the sanitary sewer is being completed as part of this project. This will also will include the replacement of the sanitary services from the main sewer to one metre past your property lines. You should experience no interruptions with your sanitary service during the project.

Watermain Servicing

The replacement of the watermain is being completed as part of the project. Your existing water service will be connected at the property line to a new service from the watermain. The contractor will notify you of any interruptions to your water supply that will be required to complete this work.

The contractor may need to provide a temporary water system. If this is the case, the temporary watermain system will be installed and tested to the same standards of Norfolk County as permanent installations. The temporary distribution system will be connected to your existing service. This temporary system will allow for the contractor to complete the project efficiently and safely while maintaining water supply to you.

Any disruption during the connection of your water service to the temporary system or to the new permanent system should be minimal. There may need to be interruptions of longer duration to allow for the main line connections of the new system to the existing system. You will be notified in advance of these interruptions and provided with some indication of the anticipated duration.

Storm Sewer Servicing

A new storm water collection system is being completed as part of this project to provide drainage for the new roadway. Storm services to each property will not be provided by this system.

Sidewalk

The existing sidewalk on the west side of Wellington Street for the length of the project area will be replaced at a standard width of 1.5m.

Curb & Gutter

New mountable (low back) curb & gutter will be installed on each side of the street for the length of the project.

Garage and Recycling

The Contractor is required to maintain the pickup of garbage bags, garbage containers and recycling boxes left at the curbside from abutting residential or commercial properties within the limits of construction.

This may include the picking up of bags, containers and recycling boxes and placing them at a location convenient for pick up by County contractor. If this is required, empty garbage containers and recycling boxes shall be returned to the respective property owners on the same day.

Please clearly mark all containers and recycling boxes with your address so that they may be returned to the correct location. All regularly scheduled garbage and recycling pickups shall be maintained regardless of whether the Contractor is working on that day.

Lawn Sprinkler Systems

The installation of lawn sprinklers on municipal property is not allowed. We ask that if you have an underground lawn sprinkler system that is on the municipal road allowance, that you please have these removed prior to construction. Norfolk County will not be responsible for any damage to lawn sprinkler system which are on Norfolk County property.

Tree Removals

With every construction project comes the removal of some trees for various reasons. Some are at the end of their life span, while others have water and sanitary services within the root areas that would be damaged by construction. Trees deemed to present a hazard or are in conflict with construction activities will be removed as part of this project. Norfolk County will evaluate the potential for appropriate tree planting opportunities after construction is complete.
