Waste Management Service Review

Curbside waste collection includes garbage, recycling, leaf and yard waste, and bulky item material and impacts each household within Norfolk County. The current curbside waste collection contract expires in September 2026. In preparation for the upcoming contract, Norfolk County staff are examining different curbside waste collection options. The project involves gathering feedback from residents, performing financial analyses of the options, and complying with regulatory requirements to develop recommendations for Council on future curbside waste collection programs.

Waste Collection at a Glance

Norfolk County residents dispose of approximately 20,000 metric tonnes (MT) of garbage, recycling, leaf and yard waste, and bulky items at the curb annually, which amounts to 640 kg of waste per household per year.

Future Options

There are many different options available for curbside waste collection. Some of the options being explored are:

• Organics/green bin program
• Expanded leaf and yard waste collection
• Garbage bag limit reductions
• Automated garbage collection
• Bulky Item program

How Can You Participate

Residents can provide feedback on options they would prefer for curbside collection in several ways:

While your contribution is appreciated, community involvement is just one aspect of the overall evaluation of waste collection services. The analysis of financial data, regulatory compliance, and resident feedback will all contribute to the development of final recommendations for curbside collection programs.

Recycling Information

Norfolk County's Recycling Program will transition to a producer responsibility model on September 28, 2024. Producer responsibility is a program where companies that make recyclable products and packaging (such as cardboard boxes, paper, food and beverage containers) pay fees to cover collecting and sorting recycling costs. As a result of the upcoming changes, Norfolk County will no longer be responsible for curbside recycling.

There should be no disruption or changes to residential curbside recycling collection.

Due to the change to producer responsibility, the curbside recycling program will not be reviewed as part of the Curbside Waste Collection project. Read information on producer responsibility and the changes to the recycling program.
