Marina Business Sustainability Plan Public Engagement
Norfolk County owns two marinas - Port Dover Harbour Marina and Port Rowan Harbour Marina. On September 10, 2024, staff presented business case options for the ownership and governance of Norfolk County’s two municipally-owned marinas because their current annual revenue is not sufficient to offset the capital investment they require over the next 10 years. Options included:
- OPTION 1: Public Ownership and Operation
- OPTION 2: Public Ownership and Private Operation
- OPTION 3: Private Ownership and Operation
In October 2024, Council decided to retain ownership of both Norfolk County marinas, and will not proceed with Option 3. Now, we need to determine how to make the marinas financially sustainable.
