County staff have been working with LEA Consulting on a comprehensive study to develop a forward-thinking, complete document that takes into account the evolving parking needs of each of the urban centres and waterfront areas within Norfolk.
By understanding existing problems, as well as identifying sustainable parking solutions, Norfolk has the opportunity to support and foster the broader economic, social, and environmental goals of Norfolk.
The Comprehensive Parking study will provide direction for a strategic approach to parking policy, planning, financial sustainability, and enforcement, which will align with other County-wide transportation and land use policies, as well as planning, access, mobility, and urban design objectives.
Stakeholder and public input will help develop this vision, guiding principles and policy framework with respect to the study.
Parking is recognized as an investment in infrastructure and is essential for sustaining the downtown and waterfront areas as vibrant places, and for supporting the overall economy of Norfolk County.

Study Background
Norfolk County is undergoing a comprehensive parking study that aims to develop effective parking strategies to meet the current and future needs of the local community. The comprehensive parking study will primarily be focused on providing parking policy solutions that focus on the parking demand issues within Norfolk County. The study will be informed by best practices and public and stakeholder input and will be consistent with achieving the goals of the relevant policies from the County Official Plan, Zoning By-law, and County standards and guidelines.

The Norfolk County Comprehensive Parking Study will guide parking operations to meet the existing and future parking demands of the community, while addressing parking issues to support the County’s vibrancy and growth.
